Benny Chia, director of the Fringe Club, was chair of the Visual Arts Committee of the Arts Development Council at this time. Meetings of the VAC were held in government offices prior to the ADC (set up in 1995) getting its own home. The functions of the Recreation and Culture Branch were later taken over by the Home Affairs Department. I was a member of the ADC's Visual Arts Committee when it was first established, and had been the Exteral Moderator for the ADC's Strategic Planning Group during the period it was developing the ADC's first five year strategic plan.
