Cheng graduated from the Fine Arts Department of National Normal University in Taiwan in 1973. He won the Urban Council Fine Arts Award in 1977. He established the Great Talent Painting Centre in 1999 and has also taught Chinese Painting part time at the Chinese University of Hong Kong. He has held fifteen solo exhibitions and participated in over 60 joint exhibitions. His works were also presented in the “Hong Kong Artists Series Exhibition” by the Hong Kong Museum of Art in 1996. He is the author of five books concerning Chinese art technique or history.
